摘要

政府改造為新政府接掌政權之後相當重要的改革措施，其中行政院組織改造最先得到研究成果，因而引起各方矚目。行政院組織改造方案建議於行政院下設政策統合機關，以執掌政策統合工作；並於行政院的指揮及監督之外設立獨立機關，以確保其行使職權不受干涉，而得以發揮專業性、政治中立性及價值多元性。惟行政院之組織改造除減少內閣部會數較有成效之外，其他有關之改造方案，諸如政策究應如何統合？行政管理機關是否設計完善？獨立機關應如何受到統制等問題，均有檢討之必要，本文即就此等議題，以學理的觀點加以分析，俾使政府改造工作更趨完善。

After Chen Shui-bian became the President of R.O.C., he declared to push forward Government Reconstruction and established a committee to do through research and provide advice. The committee submitted the first report about the organization reconstruction of Executive Yuan in April 2002, and suggested to reduce the number of the Cabinet departments, to establish three Policy-Coordination Agencies and Independent Establishments. This report received some approval and attention from the government and the citizens. However, after examined this report scientifically, we found out some serious problems at this report. This article expects to point out some problems of this report, especial focuses are on the position of establishment of Policy-Coordination Agencies and Independent Establishments, and their principles of establishment.
