As the society of Taiwan faces the issues of a fast-growing aging population and a low birth rate, the family structures have also changed. An increasingly common issue is that the manpower of family caregivers is limited, even as end-of-life care services are constantly needed. As a pioneer in the community hospital system, and according to the Compassionate City Charter, the Taipei City Hospital has started promoting community medical care and life literacy based on the foresight health concept, at a time when community care development was still in its infancy. Unlike traditional hospital centered community service, the Taipei City Hospital has established a community-based care platform for engaging the young generation in senior care services. Through this move, young people are able to apply what they have learned at school in real practice in the community, and able to create a network of mutual helps and compassion between the young and older generations.
