During the implementation of Quality Management (QM), the organizations will discover that their strategies would fail if these are inconsistent with the Organizational Culture (OC). The lack of guidance in the development of right OC is an imminent problem that the organizations face. Thus the purpose of this study is to build up an approach that allows organizations to develop an OC toward Total Quality Management (TQM).To achieve the purpose of this study, a qualitative method was carried out through review of the previous literature on OC, TQM culture, OC frameworks & applications as well as practices, actions & activities to cultivate the quality culture; finally, a step further to summarize the weaknesses of previous studies, to subsequently, outline an approach for the cultivation of the right OC. The research findings suggest that previous studies about TQM culture focus on the levels, such as artifacts, values/beliefs, and leaving aside the underlying assumption. In response, a focus TQM culture with a holistic view is proposed. The approach presents a conceptual framework to explain the different levels in which OC could be analyzed. Based on the three-level model proposed by Schein (2004), the model analyzes culture by three different levels; and focuses on the basic assumption as the deepest level of culture because it tends to be taken for granted by group members and is treated as nonnegotiable. An assessment tool to examine the current situations of OC within an organization is presented, to later, according to the possible situations, suggest the actions, activities, practices and leadership to cultivate the right OC. An approach that measures the current OC in an organization and provides guidance to the development of the right OC is the main contribution of this study.
