為促進飛行安全,台灣飛航安全調查委員會於1999年建立了飛安自願報告系統(TACARE)。但我國的TACARE系統自成立以來使用狀況並不是太好,由文獻回顧發現過去對飛安自願報告系統的相關研究甚少。本研究旨在探討航空從業人員對TACARE應用的認知、通報障礙、接受度與通報意願。 本研究問卷發放對象為國內航空從業人員,以網路問卷及紙本問卷發放,共發放紙本問卷200份及網路問卷不限份數,回收所有效問卷共182份。並使用採用敘述性統計分析、信度分析、因素分析、t檢定、變異數分析與迴歸分析來驗證及分析,航空從業人員對TACARE系統的應用認知、通報障礙、接受度與通報意願。研究結果發現,透過應用認知可降低TACARE的通報障礙及提升TACARE的接受度,降低通報障礙可以提高TACARE的接受程度,並強化鼓勵對航空營運安全之實際或潛在威脅的報告。
To promote flight safety, the Aviation Safety Council, Taiwan’s aviation occurrence investigation authority, instituted the voluntary TAiwan Confidential Aviation safety REporting system (TACARE) in 1999. However, the reporting rate of TACARE is not quite good and few studies have addressed the user acceptance of reporting system. This study aims to explore the cognitive and acceptance of all personnel in the aviation community about TACARE applications. This study questionnaire all personnel in the aviation community, Paper questionnaires collected 200, Online questionnaires Not limited ,effective questionnaires 182, uses descriptive statistics analysis, t-test, ANOVA, factor analysis and correlation analysis to analyze the user perceptions, barriers, acceptances, and intentions of TACARE system. The results find that through the application of cognitive can reduce the report barriers and enhance the acceptance of TACARE, reduce the report barriers can improve the acceptance of TACARE, and enhance the acceptance can encourage the reporting of actual or potential threats involving the safety of aviation operations.
