國內商業銀行實行授信區域中心制之研究---以某大型銀行為例

摘要


國內的金融環境在政府推動金融自由化政策後,國內銀行業就開啟高速發展 的契機。而政府為促進國內經濟發展,也營造出極度寬鬆的資金環境,使銀行的數量急速的膨脹,在金融市場規模不變下,造成銀行供過於求的現象,也讓國內銀行的經營日益的艱困。而近年來由於國內產業為因應國際化,已快速大量的外移,在加上國內的內需不振與投資不足使得銀行的資金貸放市場急速的萎縮,而造成整個銀行體系高達新台幣數兆元的閒置資金及超額準備。因此國內銀行業無不積極尋求可以提升銀行經營效率與降低營運成本的策略,來強化與改善銀行的經營體質。於是我國的銀行業遂陸續放棄以往快速擴充營業據點的核心策略,而轉變為成立區域中心的制度,以期能更有效的整合銀行資源,達到降低作業成本提升授信資產品質,同時結合分行提供給客戶更有效率的金融服務。 本研究以合作金庫商業銀行為解決此問題而成立授信區域中心為研究對象,採用質性研究除詳閱報章雜誌及有關區域中心制度相關研究外,更經由對個案銀行相關人員的深度訪談所得到的資料進行個案分析。研究結果發現,授信區域中心的成立對於提升授信品質降低不良放款、授信專業人員的養成及整合銀行資源以開拓授信業務等方面確有其存在的價值。但若是因為區域中心的成立而取消或削減分行經理的授信權責,就會影響到授信業務的開拓,也會造成既有客戶的流失。因此,本研究的結論如下: 一、實施授信區域中心制可有效整合資源以拓展授信業務。 二、授信區域中心可協助授信專業人員的養成。 三、授信區域中心的設立可提升授信品質降低不良放款的發生。 四、區域中心的設立會限制分行經理人授信權限而影響業務競爭力。

After the financial and baking liberalization implemented by the government, the domestic banks got the chance the progress faster. Also, the easy-money policy of government keeps the Taiwanese interest rate low due to economic reasons and this phenomenon results in the number of the banks increasing. However, the market size remains. Therefore, the oversupply of banks makes the domestic players mired in difficulties. Recently, due to the globalization, a large number of Taiwanese industries move overseas quickly. Also, the insufficient domestic demand and investment accelerate the lending fund market shrinking. There is a few trillion idle money and excess reserve in the banking system. In this kind of market environment, the domestic banks are eager to seek for the policies to increase the operating efficiency and decrease the operating cost in order to enhance or improve the performance. Therefore, the banks abandon the original core policy, “increasing the branch offices fast.” They turn to the new policy, “the system of regional centers.”The advantages are: 1.To integrate the resource. 2.To reduce the operating cost. 3.To insure the quality of the assets under the loans. 4.To provide the service more efficiently. This case study is based on” the system of regional centers”of Taiwan Cooperative Bank. This study finds that regional centers help to promote the quality of the loan, reduce bad loans, educate the staff and integrate the resource. However, if the bank reduce or stop the power of the branch office managers, that will retard the business and lose the customers.
