全球治理中的安全建制與國家社會關係新圖像

本文主要在針對全球治理與安全建制的關係，來研究傳統的國家與新興的社會行動者，將如何面對全球交往衝擊之外，並將進一步就如何建構優勢議題、調整結構均衡概念與社會實現條件，提出若干具有啓迪意涵的思考觀點。進而，乃藉由全球交往中的國家社會互動經驗，與我國首度正式公布的「2006國家安全報告」做為參照個案，因為在此具有全球治理與安全建制關聯性的研究議題中，不僅可以提供吾人觀察國家社會新的互動角度，又能進一步對既有理論概念進行檢視與判斷，甚至更有助於勾勒未來全球治理與國家社會互動之圖像。因此，本文先由闡明安全本體定位產生遞移的問題著手，說明當全球治理的機制牽涉到安全建制時，履行國家職能會與情勢發展所產生的互不對稱效果。本文即藉此效果的社會實現過程解釋，來進一步論述新的國家社會關係圖像。

The main idea focuses on the relation between global governance and security regimes, and then studies how the traditional state and emerging social actors deal with the impact of global association. In addition to that, it will further present some viewpoints with inspired ideas about how to construct predominant issue, and revise the notions of structural balance and the terms of social practice. This article is based on the interaction experience between state and society with global association and refers to the case of ”2006 National Security Reports,” which is the first time to make known to the public. For this study issue related to global governance and security regimes, it can not only provide us with a point of view to observe the new interaction between state and society but proceed further to view and ascertain the existing theory as well. It is useful to outline the future image of global governance and interaction between state and society. Therefore, it starts to clarify the security problem of variation on ontology and explains when global governance gets involved with security regimes, why state capability will result in asymmetric effect between the development of trend. The article discusses the new image between state and society by the terms of pragmatic social practice.
