摘要

1949可能是二十世紀中國史上最重要的年分，此年中華人民共和國建立，中華民國敗退台灣，兩岸政權分別展開它們的民主實驗，台灣稱作「民主主義路線」，共產中國稱作「新民主主義路線」。這種唐君毅先生稱作「民主建國論」的主張是自辛亥革命、五四運動以來，整體時代精神的反映。本文探討民主建國論在1949之後的台灣的實踐過程，本文認為中華民國的理念是民主運動過程中重要的力量，而中華民國的理念預設了中國現代性與西方現代性兩種源流的匯合，海外新儒家的民主建國論有很強的解釋與規範的力量，1949年之後中華民國的民主實踐有很重要的思想史意義，但民主建國是永遠進行中的事實，文化風土的基磐與體制的健全乃是指導民主運作的原則。

1949 is arguably the most important year in twentieth century Chinese history. This year witnessed the founding of the People's Republic of China and the retreat of the Nationalist regime to Taiwan. The two regimes experimented with democracy respectively in subsequent decades: ＂democratism＂ in Taiwan and ＂new democratism＂ in the PRC. This ＂democratic nationalist agenda,＂ in Tang Junyi's words, reflects the political ethos of modern China from the Republican Revolution and the May Fourth Movement. This essay seeks to explore the way in which democratic nationalism has been carried out in Taiwan after 1949. It contends that the concept of the Republic of China constitutes the momentum for Taiwan in search of democracy, while the concept presupposes the confluence of the trends of Chinese modernity and Western modernity. Meanwhile, new Confucianism in diaspora played a crucial role in lending the descriptive as well as prescriptive power to the democratic campaign in Taiwan. The democratic exercise of the Republic of China in Taiwan after 1949 bears a great significance to modern Chinese intellectual history, while democratic nationalism is always a project in progress, hinging on cultural locality and systematic efficacy.
