摘要

美國的中國政策，牽動臺海兩岸的互動，已達半世紀以上。在不同的時期，美國對中共採取了圍堵（containment）、交往（engagement）或戰略夥伴（strategic partnership）等不同的外交策略。這些策略影響著美國對「一個中國」本質的認知，也影響著台美之間的互動。本研究擬從美國對中國政策轉變的過程，釐清美-中-台三方之間的利害關係，藉以瞭解影響美國制定中國政策的因素。儘管中國的崛起、2008 年全球金融風暴及馬英九就任總統後的兩岸發展，對美國的中國政策，都有重要的影響，但本文宥於篇幅，先以小布希（George W. Bush）總統第一任任期(2004 年)為界，俾為後續研究的基礎。

Cross-strait interaction has been impacted by American Chinese policy for half century. Containment, engagement, or strategic partnership are strategies, which deeply influence American understanding for ＂One-China Policy＂ as well as the interaction between Taiwan and America, are taken by American government among different periods. Based on the change for American Chinese policy, this research is intended to clarify the relationship among American, China, and Taiwan to understand the causes for American government to make Chinese policy. The rise of China, 2008 global recession, and the cross-strait development after President Ma’s inauguration are truly factors to affect American Chinese policy. However, this research would focus till to the first presidential term for George W. Bush (2004) in order to base the following research.
