澎湖發展低碳旅遊的評估架構與潛力島嶼評選

Evaluation Framework of Low Carbon Tourism in Penghu and Potential Island Analysis

摘要


經建會指出:澎湖低碳島專案計畫將以5 年81 億發展為綠能低碳島。藉此,行政院院長於2009 年7 月18 日指示,將打造低碳島行動計畫且積極發展綠能產業。為配合低碳政策,本研究旨在建構澎湖發展為低碳旅遊島的評估架構、並評估潛力島嶼。研究採修正式德爾菲法及層級分析法(AHP)以建立架構,並以TOPSIS法評選潛力島嶼的最佳排序。研究分為三個階段,調查期程由2011 年4 月中至2011年12 月下旬止,參與問卷之產、官、學專家,合計35 位。第一階段係由研究者先就文獻回顧彙整「發展低碳旅遊島」之層級評估架構,再應用「修正式德爾菲法」邀請上述專家提供意見,並修正為正式的評估架構。第二階段則由專家分別對層級因子給予比序,資料則利用Expert Choice 11 進行權重分析,通過一致性檢定之資料共19 筆。其決策層以「永續發展」的權重值最大,分項目標層則以「環境永續性」的權重值最大,其次為「環境保護」、「經濟永續性」、「環境效益」、「社會文化永續性」。第三階段則以8 個適合發展為低碳旅遊的島嶼為方案,配合第二階段的AHP 架構形成問卷,經專家填答後以TOPSIS 法評估澎湖發展低碳旅遊島之最適地點,最後求得最佳理想解,依潛力排序分別為「七美島」、「桶盤嶼」、「南方四島」及「大倉島嶼」。

According to the Council for Economic Planning and Development, the low carbon island project plans to inject NT$8,100,000,000 in five years to Penghu a low-carbon island, where only renewable energy is used. On July 18th, 2009, the Premier also indicated the planning of promoting low carbon islands project and green energy industry. In response to the above-mentioned low carbon policy, this study attempts to construct an evaluation framework of low carbon tourism in Penghu and assess potential islands. Modified Delphi hierarchy process (MDHP) and analytic hierarchy process (AHP) are adopted to construct the framework, and TOPSIS is used to process the optimal sorting of potential islands. Additionally, questionnaires were distributed to 35 industrial, governmental and academic experts from mid-April to the end of December 2011. In general, this study can be divided into three stages. The first stage concerns literature review and establishment of an evaluation framework for the “development of low carbon islands”. “MDHP” is then applied to modify the above-mentioned experts for a final evaluation framework. In the second stage, ratio orders for each hierarchical factor are given by the experts. After being weighted and analyzed by Expert Choice 11, totally 19 data pass the consistent test. In the decision level, sustainable development accounts for the highest weight value, whereas in the sub-targets level, environmental sustainability accounts for the highest weight value, followed by environmental protection, economic sustainability, environmental benefits, and social/cultural sustainability. In the third stage, we select 8 islands considered suitable for the development of low carbon tourism. Questionnaires, based on the AHP framework in the second stage, are then distributed to the experts to evaluate the most suitable island in Penghu for low carbon tourism by means of TOPSIS. After all these processes, the potential island order is: Qimei Islet, Tongpan Islet, 4-South Islands and Dachang Islet.
