This paper focuses on the need and demand for STEM education and a model for implementing the tenets of STEM in a systemic manner. The components of STEM literacy are addressed and the "engineering by design" is presented, as one process many believe is necessary to achieve literacy in engineering. STEM programs and courses are briefly discussed. A model for systemic change is discussed. It is noted that systemic change is imperative to further the goals and objectives of STEM.
