全面品質管理（TQM）於體育教學應用之初探

摘要

教育改革為社會所關心的議題，學校雖不似企業以營利為目標，但亦屬組織之一。為增進經營管理效能，在學校管理與教學效能上，引進企業界經營管理的理念「全面品質管理」（Total Quality Management, TQM），期望給予學生高品質的教學。本研究係以全面品質管理的理念為研究主軸，探討與體育教學品質的關連性及可行之運用策略。經過研究，應用策略有：（一）事前預防─構築優質體育教學環境；（二）全員參與─團隊合作互相信賴；（三）顧客導向─滿足學生實際需求；（四）追求永續─良好校本體育教學願景；（五）持續改進─組織體育教師專業學習社群。結語：教改持續進行，教育品質不斷提升，體育教學、活動應受到重視。透過全面品質管理與學校文化、校本課程相配合，全體成員共同參與，使全面品質管理成為體育教學的助力，相信對學校體育教學能有所助益。

The educational reform is a heated issue in society. Although schools are not founded for profits, schools also belong to one of organizations. To heighten the management effectiveness, we introduced the concept of enterprise's management-Total Quality Management, TQM, expecting to offer students high-quality teaching. This study revolves around the concept of TQM, exploring its connection with the quality of physical education teaching and feasible applied strategies. From the study, applied strategies include:(1) precaution-build a good environment of physical education; (2) participation-teamwork and mutual trust; (3) customer orientation-to meet actual needs of students; (4) pursue sustainability-good vision of school physical education teaching; (5) constant improvement-organize a PE teachers' professional learning network. Conclusion: the educational reform still continues, and meanwhile the educational quality is increased; therefore, the PE teaching and activity should be emphasized. TQM and school culture, the collaboration with this course, the participation of every member, TQM makes itself the assist of PE teaching. I believe it is beneficial to our school PE teaching.
