This article employed theoretical analysis and literature review to examine balanced scorecard so as to create strategy map for school swimming lesson. After studying the data, the researcher set the following goals: respect students' health and human rights, mitigate swimming resources disparities between the city and the country, and secure minority students' rights to life and health. Nine strategic subjects, twenty-three strategic objectives and twenty-eight key performance indicators were clarified based on the four perspectives of the balanced scorecard. Strategic subjects included respecting for life, protecting minority benefits, developing featured schools, increasing teaching efficiency, providing top quality administrative services, engaging teachers in professional learning, and managing, integrating and expanding resources effectively. In the researcher's conclusions, he made suggestions based on the research results, which can serve as a reference for school swimming lesson promotion.
