摘要

為提升國家競爭力，善用及培育珍貴的人力資源，不少國家及地區均建立起各行業的能力標準及資歷架構，通過結合社會的發展及各行業人才的需求，能力標準在相關政策及保障社會的發展中，扮演著重要的角色。可見能力標準是訓練人力供給與產業人力需求的共同目標，是培訓系統與行業之間的重要界面，其建立能促進學、用、訓的成效。澳門正面對老年社會的挑戰，照護需求不斷增加，特別是安老照護服務；在衛生人力資源短缺的同時，缺乏系統培訓的護士助理，承擔著多項直接及間接的照顧服務。故此，建立護士助理照護能力標準，對其人力發展特別重要。本文從各類的文獻資料，歸納出能力標準在人才培訓及應用上的關係，綜合各國及地區的照護能力標準及建立方法，為澳門安老機構護士助理提出照護能力標準架構的草案及提出建立照護能力標準的計劃。

In order to promote country's competitiveness, make good use and cultivate the valuable manpower, the competence standard of various occupations and the qualification framework have been developed in many countries. By combining the demand of industry and social development, competence standard plays a key role in relative policies to maintain the development of the country. Therefore, the competence standard is the corporate goal, link up with the demand of industry and the outcome of training system, enhancing the efficiency of cultivation, recruitment and training. Macau is approaching the Aging Society and Super Aging Society. It is predicted that there will be large amount of service demand for elderly, elderly health care particular. However, Macao is also facing the storage of health human resources, nurse assistant is lacking of systemic training, but taking in charge of direct care services. Therefore, it is significant to develop the competence standard of nurse assistant in Macau for further health workforce development. This paper aims to summarize relevant literatures, reveal the significance of competence standard in personnel training and application, synthesizing the competence standard of nurse assistant and the methods of standards' development in different countries, with developmental process in various studies, to bring up an action plan of developing the framework of Nurse Assistants' competence standard in Macau.
