論文提要內容: 本研究主要是探討考試院下所屬機關同仁對於績效管理的執行意願。經由文獻檢閱,整理出績效目標設定、績效管理執行程序、獎償機制、課責機制、績效資訊與績效改進及訓練等六項影響因素。本研究採問卷調查法。問卷共發出408份,回收問卷為344份,剔除無效問卷76份,總計實際回收率為84.31%,有效問卷為268份,有效問卷回收率為65.69%。 問卷資料以SPSS 20.0統計分析軟體進行資料分析,其研究發現如下: 一、 「績效目標設定」會是正向影響考試院下所屬機關同仁執行績效之意願。 二、 「績效管理執行程序」是會正向影響考試院下所屬機關同仁執行績效之意願。 三、 「課責機制」是會正向影響考試院下所屬機關同仁執行績效之意願。 四、 考試院下所屬機關同仁會因為某些個人背景因素不同,而影響其對績效管理的執行意願。
Abstract: This study aims to explore the fact if public employees, belonging to administrative agencies under the Examination Yuan, have an intention to fulfill the requirements of performance management. According to literature review, six key variables such as performance goal setting, implementation procedures, reward mechanism, accountability mechanism, performance information, and performance improvement and training are included in the conceptual framework. Methodologically, quantitative investigation was utilized. A total of 408 questionnaires were issued and finally 268 questionnaires were valid. Hence, the effective response rate was 65.69%. Through SPSS 20.0 statistical analysis, the findings of this study are as follows: 1. "Performance Goal Setting" positively affects the public employees’ implementation intention of performance management. 2. "Performance Management Executive Program" positively affects the public employees’ implementation intention of performance management. 3. "Accountability mechanism" positively affects the public employees’ implementation intention of performance management. 4. Public employees’ implementation intention of performance management is influenced by certain background differences.
