建築工地圍籬綠美化管理制度之研究

摘要


美化市容景觀為提升市民生活環境品質的重要手段之一,也是改善都市觀光形象的必要途徑。台北市政府於2009年配合2010國際花博,推動「臺北好好看系列計畫」景觀改善計畫,其中的系列六即以建築工地圍籬綠美化為主要內容。建築工地雖為暫時性使用之工作物,工地圍籬設置對個別基地而言固屬暫時性景觀,但對長期整體都市景觀而言,卻也是長期存在之經常性景觀。工地圍籬綠美化是將垂直綠化技術運用至工地圍籬之上,透過圍籬綠化與帆布美化來改善過去建築工地給予人們的不良印象及施工環境品質。由於效果良好,其他都市也分別採取相同作法。 本研究之目的在建立出建築工地圍籬綠美化的制度性評估模式,以之比較臺北市、桃園縣與臺中市等三縣市在施作工地圍籬綠美化上之成效與差異。最後透過該三縣市不同制度下比較結果,提出可行的改善方向與建議。主要研究內容包括建立工地圍籬綠美化的生命週期循環模式,並從其生命週期內涵中分析影響工地圍籬綠美化表現結果之因素。 研究結果顯示:1. 行政組織、開發部門、技術提供部門與地方環境狀況等四種面向分別影響工地圍籬綠美化之成效。2. 臺北市規定工地圍籬綠美化法源授權位階較低,《臺北市建築物施工中妨礙交通及公共安全改善方案》屬技術性規定,並不適合訂下罰則,可提高其法令位階來規範圍籬綠美化事項。3. 罰則上,《建築法》為《桃園縣建築物施工中管制要點》之法源,本於地方自治精神,本研究認為仍可依《桃園縣建築物施工中管制要點》為準,並明確規範未依規定施作圍籬綠美化之裁罰基準,以減少不必要之誤解。4. 臺中市雖要求強制施作圍籬綠美化,但附帶條件最多。 經比較分析臺北市、桃園縣、臺中市等三縣市不同施作制度,相對而言,臺北市的施作制度與審查、監督上最完整。後續研究建議研究對象可擴及至起造人與承造人對於工地圍籬綠美化之施作態度與意願調查,以及其他縣市推廣實施圍籬綠美化之可能性評估。

Beautification of city landscape is not only an important to improve environmental quality in the city, but also a necessary way to shape tourism image. To cope with the 2010 Flora Expo, the Taipei City Government began to promote “Taipei Beautiful Program” in 2009 and the greening of fences around construction sites was requested accordingly. Vertical greening techniques are used by construction fence greening and beautification to improve visual image during building process. Due to the positive effects, other cities began to adopt similar works. The purpose of this research is to establish an evaluation model for the applications of vertical greening fences in Taipei, Taoyuan and Taichung. The Life-cycle model of construction fence greening and beautification was developed in the first place. The benefits (utility) and differences among practices in Taipei City, Taoyuan County and Taichung City were evaluated accordingly. Major findings of this study are summarized as following: 1.Factors influencing the performance of construction fences greening and beautification include administrative organization department, development department, techniques offer department and local environment condition. 2.The legal basis of the construction fence greening and beautification in Taipei should be improved.《The traffic and public safety improvements of Taipei building constructions》belongs to the technical regulation, which is unsuitable to draw up a penal provisions. And the raise of this regulation in the law system is suggested. 3.Regarding penalty provisions, the《Regulation of construction period in Taoyuan County》can be reinforced by local autonomy. 4.Compare to other cities, there are more requirements for enforcing construction fence greening and beautification in Taichung. This study mainly focuses on the evaluation of differences in constructive principles among Taipei City, Tauyuan County and Taichung City. To sum up, it is concluded that Taipei City is the most complete of institution, verification and supervision in. In the future, more researches on builders' or constructors' willing and attitude toward fence greening and beautification are suggested. Furthermore, the possibilities for other cities to apply fences greening and beautification policy should be conducted in the future.
