當前公共管理對理想政府型態的爭論,已從「大政府」與「小政府」的爭論,轉移到「績效導向政府」的第三個思維路線上。理想的政府,是一個能在有限投入水準上,尋求高績效水準的產出。因此,如何從管理面提昇組織運作績效,就成為公共管理的重要策略議題。 從管理面切入,績效代表一個組織的「管理報酬率」(Return on Manage-ment),一個完整的績效管理架構,必須分別就組織投入、產出、結果、過程及目標達成度進行管理,並以內部管理改造、環境互動改造、文化轉變及總量管制等途徑,一方面以系統性方法衡量績效,一方面提供有效的誘因激勵績效產出,帶動效率、效能、經濟、公平性、合理性、品質等全面性的提昇,建構公共組織成為「高績效組織體」。
The focus of the dispute concerning ideal government have transferred from “The small-big distinction” to “The performance of government.” An ideal government is a government that produce high performance with limited inputs. Therefore, The important strategic issue in public management is how to promote performance by better management practices. Performance could be represented by the ROM(return on management). A holistic framework of performance management considers the aspect of inputs , outputs, outcomes, processes and objectives. On the purpose of improving performance, the organization should measure performance by systematic methods and provide effective inducements to motivate employees searching for higher efficiency, effectiveness, fairness and service quality.
