兩個「中國」在東海的油氣勘探與美日的角色

摘要

在1969年《艾默利報告》公布後，1970年8月中華民國迅速批准1958年簽署的《大陸礁層公約》。「中國石油公司」與美國石油公司簽約，在臺灣北方的海域進行勘探，以達到確保釣魚臺主權的目標。然而，相關的勘探行動卻受到美、日政府的阻撓。中華人民共和國繼中華民國之後，在東海成為積極勘探的國家，甚至有美國的技術援助，而其他相關各造也沒有對其嚴重干擾。美、日石油公司雖然參與「中國海洋石油總公司」的投標，但後來在各種考慮之下退出。中國大陸在獨自開採之下，成為東海唯一油氣生產國，但由於未能在釣魚臺周邊海域勘探，至今東海的油氣產量目標，遠遠不如《艾默利報告》的預測。

After the 1969 Emery Report, the Republic of China (ROC) government, a signatory to the 1958 ＂UN Convention on the Law of Sea＂, promptly ratified the 1958 ＂Continental Shelf Convention＂ in August 1970. The Chinese Petroleum Corporation (Taiwan) was able to secure four contracts with U.S. oil corporations for joint exploration north of Taiwan to strengthen the ROC’s claims to sovereignty over the Diaoyutai Islands. However, this exploration was interrupted by the U.S. and Japanese governments. The People's Republic of China (PRC) succeeded the ROC as an active player in the exploration of oil and natural gas in the East China Sea with technical assistance from the U.S. while meeting with minor opposition from other concerned parties. Although the U.S. and Japanese oil corporations joined in bidding for the oil projects of the China National Offshore Oil Company in the East China Sea, they withdrew later for various reasons. The PRC is now the only country able to drill for natural gas from wells in the East China Sea, but it is not able to explore in waters surrounding the Diaoyutai Islands. So far the amount of gas produced falls far short of what the ＂Emery Report＂ predicted.
