習近平時期社群媒體對中共內部環境之影響與管控

摘要

近年來對於中共社群媒體的相關研究，多聚焦於探討網路輿論傳播效應，如何串聯形成從社群虛擬的集體力量轉變為群眾集結的公民力量，要求中共改變政策，以及中共如何面對網路動員所採取的管制手段。然而除了在社會層面影響外，社群媒體在習近平執政期間對於政治與經濟層面等影響之議題，以及中共網路管制手段對社群媒體的影響，討論較少，這是本文所要探討的重點。本文以社群媒體為研究對象，首先說明社群媒體的概念意涵、傳播特性與發展歷程；進而分析社群媒體對大陸政治思想、經濟產業與社會輿論的影響；最後在面對社群媒體大環境不斷發展和創新的劇烈變革過程中，探討在習近平總體安全觀的指導下如何採取嚴格的管制作為，因應社群媒體在大陸國內環境各層面可能無法掌握的影響。藉由研究分析檢視社群媒體對習近平執政時期造成衝擊與影響，以及未來持續在習近平總體安全觀指導下對於社群媒體規範與控管的趨勢。依此為切入點，在面對中共打壓的國際環境中，相較於中共積極箝制網路言論，如何彰顯我國捍衛人權民主、言論自由等普世價值的貢獻，可作為爭取國際輿論廣泛支持我國等後續研究參考。

In recent years, the relevant research on Mainland China's social media has focused on exploring the effect of online public opinion communication, include how to form a civic force that transforms from the virtual collective power of the community into a mass of citizens, and request the CCP to change policy and the use of regulation when CCP facing the internet mobilization. However, the influence of the CCP's network control methods on social media is rarely discussed. This paper focuses on social media with different perspectives. Firstly, it explains the concept and meaning of the era of social media. Then it analyzes the impact of the social media on the political ideology, economic industry and public opinion in Mainland China. Finally, in the face of the rapid development and innovation of the social media's environment, this paper discusses the strict regulatory actions has been taking under the guidance of Xi Jinping's overall security concept. The article also investigates how Xi responds with the uncertain impacts that social media may create at all levels in Mainland China. Through the research and analysis of the impact and influence of social media in Xi Jinping's era, it is found that with the continuous innovation of the use of social media technology, the regulation of social media will become more rigorous in the future. The CCP will continue to build a wall on social media according to socialism with Chinese characteristics under Xi Jinping's overall security concept. From this point of view and facing the suppression by CCP in the international environment, it may be future researchers' interests to investigate the better way of promoting Taiwan's contribution to defending human rights, democracy, and freedom of speech in the world.
