Stakeholders' Perspectives on Quality Assurance in Vietnamese Higher Education

The higher education sector in Vietnam has gone through a significant expansion since last decade, especially the rapidly increasing the number of universities. Therefore, the quality in Vietnamese higher education has become the highlight. In recent years, the government has tried to establish a quality assurance system which includes external quality assurance (EQA) and internal quality assurance (IQA) with a key goal to promote the higher education institutions to certain level. This study aims to explore the views on the quality assurance from stakeholders include lecturers, administrators and government. The views of government were investigated through analyzing the polies to assure quality of higher education as the EQA. The document analysis was utilized and official documents, books and journals related to quality assurance and accreditation of Vietnamese higher education were integrated. The views of lecturers and administrators were examined through interviews. A case study for IQA was conducted to see how the system worked at practice. The case was a university located in the south of Vietnam and 13 participants was invited - ten lecturers and three administrators. The results showed that the government's perspective on QA as the accreditation in higher education. Institutional administrators and lecturers' perspective on QA as a self-evaluation and others like student feedback and peer review that were inadequate in implementation. Base on the findings, the study provided recommendations to MOET and higher education institutions (HEIs).
