學校社會工作的編制、聘用資格與督導-以台北市學校社會工作方案為例

The Organizational Structure, Employment Qualification and Supervision for School Social Workers-Taipei City School Social Work Program

摘要


本研究以量化研究中的問卷調查法與質性研究的焦點團體法與深度訪談法為收集資料的方法。研究對象包括:來自各級學校的學校輔導老師、行政主管、學校社工師、福利機構社工師等等。研究結果發現:一、一致認為在未設置社工室之前,學校社工師以置於輔導室;二、學校社工師的聘用需具社工專業資格或具社工師證照者;三、駐校社工與專業委託兩模式各有督導系統;駐校社工具專業督導來自教育局及各自學校的行政督導。專案委託的督導由各福利機構各自負責進行。研究最後並對學校社會工作編制、聘用與督導三方面分別提出具體建議。

Survey research method and focus group method were used to collect the data for this research. Research subjects include: school counselors, administration workers, school social workers, welfare workers from agencies, etc. Research findings are: 1. Almost all the respondents agree that according to the present school administrative system, the school counseling division is the most appropriate place unit for school social workers; 2. The school social workers should have Bachelor degree with social work major or with the certificates of social workers; Both stationed school social workers and school social workers under contracts have their own supervision system. The City Bureau of education and the individual school provide supervision for the school social workers. The school social workers who are under contracts received their supervision from their own agency.The recommendations for the administration position in school for social workers, academic qualification required and the professional supervision needed are proposed at the end.
