臺灣各縣市治安評比模式建置

摘要


近年來,隨著臺灣政治、社會、經濟結構快速的變遷,伴隨著許多日趨嚴重的社會問題,使人民對生命、財產安全,感到不安,其中治安及犯罪問題更是目前社會最重要的議題。 治安的好壞,長久以來不僅是政治、政黨爭論的焦點,更是社會大眾評量警察工作優劣的重要指標。有鑑於此,為瞭解台灣地區近年來的犯罪型態趨勢問題,實有必要針對警政署之各種統計資料加以比較分析。以瞭解並預測我國犯罪狀況在區域上之數量及質量的變化趨勢。然而目前各縣市治安評比之研究僅以此統計數據來排序,並無客觀的評比各刑案類別的權重,使得每一刑案類別的嚴重程度視為一致,故需發展一客觀評估各縣市之治安評比模式。為解決此問題,本研究結合FAHP與TOPSIS求取影響各縣市治安相關因子之權重,並運用視覺化決策球之排序方法,評比各縣市治安優劣排序,以提供各縣市政府與警政機關在評估警政績效與警力配置上之參考。

The quality of Public Security has been the focus regard of political, political parties and is more measured assessment community police work priorities an important indicator. Therefore, we have to understand the trends of crime patterns in Taiwan. However, the current Evaluation of Public Security of each county, that only use the statistical data to study sort, they don’t an objective evaluate of the weight in criminal categories. It makes the severity of each category of criminal cases as the same. Therefore, we need to develop a county assessment model of Public Security. To assist each county searching for optimum Public Security, this study will combine FANP and TOPSIS to obtain the right weight of related factors in affecting counties. And use the decision ball, as the decision of the sort method. Pros and cons of rating counties sort order to provide county and city governments and police authorities in the assessment of police performance and police are deployed on the reference.
