The purpose of this article is to examine the role of globalisation in the reform of welfare systems in both East Asia and the European Union. It does so, first, by outlining what globalisation means and how it is applied to the welfare field. Secondly it focuses on its impact on the welfare systems of East Asia and the European Union. Then, thirdly, the relationship between globalisation and welfare is assessed and the negative role of neo-liberalism is emphasised. Finally, the basis for a new approach to globalisation is explored with reference to four potential forms of mitigation: the success of some states in not pursuing the neo-liberal path, regionalism, the softening of neo-liberal hegemony and the emergence of new approaches to social standards, such as social quality.
