發展遲緩兒童早期療育評估團隊運作模式的反思

Rethinking of the Model of Early Intervention Evaluate Team for Children with Developmental Disability

摘要


針對發展遲緩兒童提供早期療育服務是專家學者及實務工作者普遍的共識,然而受限於行政體制的分工,被迫切割由社政、衛生、教育等單位來執行,彼此缺乏橫向連結的管道,使得發展遲緩兒童及其家庭迄今仍無法透過單一的服務窗口接受完整的評估及療育服務。本文嘗試透過文獻分析,藉由探討早期療育的實質內涵、專業團隊的組成人員、專業團隊的工作模式,以及當前專業團隊工作的現況,凸顯我國早期療育服務分由社政單位及醫療單位同時辦理的紛亂,以及雖然醫療機構能掌握最多的資源,惟在整合不同專業人員時仍然面臨專業間整合未能確實落實、等待評估時間過長、評估報告不具完整性等問題。為了能協助發展遲緩兒童及其家庭及早獲得所需的協助,未來應當優先在醫療機構裡建立務實可行的專業團隊合作模式,並發展後續轉銜療育服務的標準作業流程,才可改善家長無助的遊走在各個療育資源間的窘境。

Providing early intervention program for children with developmental disability is always a consensus among scholars and professionals in this field. Under the current bureaucratic structure, children with developmental disability receive services by different departments such as Department of Social Welfare, Department of Health and Department of Education. Due to the lack of vertical coordination among these departments, children with developmental disability and their families couldn't receive comprehensive assessment and intervention program through a single course. Through literature review, this paper studied the content of early intervention program, Composition of multi-professional team and their working models to analyze the current status and found that the services of early intervention are disorganized due to the different system among government sectors such as Department of Social Welfare, Department of Health etc. Although, hospital has more resources than other organizations, they have problems such as insufficient coordination among different professions, lengthy waiting time and incomplete assessment. In order to assist these families, the urgent matter is to establish cross-sectional team in hospitals. It will be helpful to set up standard of procedures and follow-ups for the children with developmental disability. On the other hand, their parents won't feel vulnerable when they need help.
