近年來中國大陸的澎勃經濟發展，帶動其軍事與國防的強大，震驚世界；尤其美國，在其國內有「中國威脅論」與「新圍堵政策」的再現。中國大陸的崛起，究其因，最主要的有三項：其一即1978年鄧小平決定的改革開放政策；其二即蘇聯的瓦解，冷戰的結束，中共遞補了蘇聯強權的地位；其三即1998年美中締結為「建設性戰略夥伴關係」，提昇、強化了中國大陸在處理國際事務的地位。由於國際經濟不景氣，中國大陸的經濟繁榮，及其在西太平洋的軍力發展，使得亞太諸國備受威脅，挑動了美國維護區域霸權的敏感神經。因此，美國將其自二戰結束以來，偏重歐洲的軍事政策，調整其重心至亞洲，進行了如：調整西太平洋戰略、加強關島軍事建設、加強與亞太盟邦軍演、中美在西太平洋之軍事對峙等，在在表現出圍堵中國大陸的預謀與心態。

In recent years, the booming economic development in Mainland China, driven by its powerful military and defenses, shocked the world, especially, USA. There are reappearances of the ”China threat theory” and ”the new containment policy” in the states. Above all, there are three main reasons contributed to the rise of China. First of all, leader Xiaoping Deng announced the reform and open-up policies in 1978. Second, the collapse of the Soviet Union and the end of the cold war rendered the Chinese communists to fill the positions left by the Soviet Union. Third, in 1998, the United States contracted with China as a ”constructive and strategic partnership”, which enhance and strengthen the status of mainland China in handling international affairs.Due to the economic downturn all over the world, China's economic prosperity, military development in the Western Pacific, threatened the Asia-Pacific countries, which in turn, provoking the sensitive nerve of the United States to maintain its regional hegemony.Therefore, the emphasis on military policy in Europe from the states since the end of World War II, has adjusted to Asia. Other steps carried out by the states such as: adjusting the military strategy applied in Western Pacific, strengthening the military construction in Guam, and enforcing the military exercises with the Asia-Pacific allies, which deliberated showing the well-planned idea of the containment for mainland China.
