摘要
單車警察能夠透過簡單的操作技巧和靈活的便利性，迅速安靜的完成各種警察任務，近年來各國主要城市紛紛積極成立專業化之單車警察隊以強化勤務作為，藉以改善民眾對警察的刻板印象，尤其在推行社區警政理念的這個範疇內更是不可或缺的一項利器。反觀國內卻少有單車警察相關議題探討，因此，藉由相關警政理論的探討，瞭解目前國內單車警察的勤務效能，將具有重要的實質意義。 本研究以臺北縣單車警察隊為研究標的，探討如何將其有效運用在社區警政議題上，根據文獻資料，整合相關論點後，佐以目前世界各主要城市推行單車警察現況相互比較，分析出單車警察任務屬性及運用限制；再訪談臺北縣單車警察隊成員5人(臺北縣單車警察隊隊長1人，淡水分局中正路派所巡佐1人、淡水分局中山路派出所員警1人、蘆州分局龍源派出所員警1人，新店分局碧潭派出所員警1人)，歸納參與者對勤務執行之看法與問題，經由對照文獻，分析受訪者意見，最後提出具體改進方案與建議。本研究主要發現與結論如下： 一、臺北縣單車警察隊能與社區警政議題有效結合。 二、臺北縣單車警察隊與各國單車警察運作方式迴異。 三、臺北縣單車警察隊具有獨特之勤務特性。 四、臺北縣單車警察隊在組織、勤務、裝備、訓練等層面存有運作上之困境。 而針對現行臺北縣單車警察隊運作困境，本文建議可從政策面與實務面二個方向著手變進。 一、從政策面建議 （一）強化臺北縣單車警察隊巡邏效率 （二）臺北縣單車巡邏隊需與社區組織相互連結 （三）落實單車警察教育訓練為成功關鍵 （四）臺北縣單車警察隊有賴上級持續支持與重視。 二、從實務面建議—臺北縣單車警察隊三軌制 （一）由分局警備隊成立專責小隊 （二）勤區員警運用單車融入鄰里 （三）號召單車社團參與專案活動

Bicycle police can complete various of police tasks with rather simple operation techniques and flexible convenience. Many cities in different countries have been actively setting up specialized bicycle police force to strengthen the duty as to improve the public stereotype of the police in recent years. Bicycle police is one of the essential weapons in the context of the implementation of community policing. On the contrary, there are a few issues needed to be assessed before full practicing this police policy. By selecting Danche district, Taipei County police force as a subject, this study analyzed the process and outcome of their first implementation of bicycle police. The main findings are: first, the Taipei County Police bicycle team effectively integrated with the community policing policy. Second, the implementation of Taipei County Bicycle policing is rather different in the mode of operation from that of the nationwide bicycle policing. Third, there are major obstacles when implementing this policy, ie. the uncertain organization framework, service undelivery, lack of equipments, training and other supports. To improve the bicycle policing, the study recommends that the police (A) strengthen the patrol efficiency, (B) incorporate community resources, (C) increase on-job education and training, (D) continue gaining supports from the commissioner and supervisors, (E) form an independent team within a police branch, (F) encourage police involved in the neighborhood activities, and (G) organize community volunteers in operating the patrol.
