孔子有言:「言之無文,行之不遠」;國父曾說「軍隊的基礎在高深的學問」。所謂「知識就是力量」,近年來國軍推動軍事事務革新,為了提昇人員素質、精進武器效能,推動各項建軍規劃,期使「知識轉化成戰力」,並塑建出「知識軍事,戰力優勢」之國軍願景,以建構質精、量適的現代優質戰力之國軍,而在整個轉型的過程當中,提升組織的學習成效將會是其中一項重要的關鍵因素。 軍事組織可說是一種獨特的組織,時常必須面臨各項不同任務與工作,因應大環境的急速變遷,國軍實施組織調整,並以落實全民國防為長遠目標。因此,為持續強化國軍組織效能,組織學習將成為未來國軍素質提升不可忽視的一環。本研究透過觀察領導者本身的人格特質及所展現出來的領導風格,藉由之間的關聯性來進一步探索對於單位組織學習成效所造成的影響。 本研究目的為探討軍事單位主官(管)人格特質、領導風格對組織學習成效影響之關聯性,並選擇以質性研究進行,採半結構式之深度訪談方式來蒐集資料,訪談對象主要針對國軍高階領導幹部為主。 研究發現:認為學習重要的主官(管)必然會支持單位團隊的學習或個人的進修,如此國軍人力素質才會不斷提升,進一步使軍隊運作更具效率;領導者在領導部屬時,所表現出的領導行為絕大部分都與本身個性有關,而且深受其影響。因此本研究將其歸結為三個命名分別為「勤勉正直、以德服人」、「帶兵帶心、凝聚向心」、「關懷部屬、導引願景」。組織成員的學習意願也深受單位主官(管)領導風格的影響,一旦領導者認同組織學習的重要性,將會支持個人的學習,進而促進組織的成長,循此觀點,本研究給予的三個命名分別為「認同學習、鼓勵進修」、「個人學習、組織成長」、「學習新知、領導提升」。未來國軍提升整體素質,組織學習的成效將是關鍵基礎。
Confucius had a saying:"No words of text, lines very far"; Dr. Sun Yat-sen once said:"the foundation of the army advanced knowledge". The so-called knowledge is power. In recent years the armed forced of R.O.C to promote innovation in military affairs, in order to improve the quality of personnel, advance weapon effectiveness, and promote the armed forced of R.O.C planning, of making "knowledge into combat capability," and the sculpture of the "knowledge of military, combat capability edge" of the national army vision, to build good quality, appropriate quantity of high-quality fighting capabilities of modern military. Throughout the transition process, to enhance the effectiveness of organizational learning will be one of the important key factors. Military organization that is a unique organization, often have to face the different tasks and work, in response to rapid changes in the larger environment, the military implementation of the organization to adjust and to implement long-term objective of national defense. Therefore, to continue to strengthen the military organizational effectiveness, organizational learning will be the future national army to enhance the quality of a part can not be ignored. This study observed the leader's own personality and style of leadership exhibited by and by the correlation between to further explore the effectiveness of organizational learning for the unit of impact. The purpose of the study commanders of military units in charge of the personality traits and leadership styles impact on organizational learning the association and choice of qualitative research, mining the depth semi-structured interview to collect data, interviews, mainly for leading cadres of the main high. Findings:that the commander is bound to learn important learning support unit team or individual learning, so the military will continue to improve the quality of manpower, further military operations more efficient. Subordinate leaders in leadership when the leadership shown by most of all with their own behavior related to personality, but also deeply affected. In this study, it comes down to three names are "diligence, integrity, people with morals," "soldier with a heart and cohesion to the heart" and "caring subordinates, guiding vision". The study concludes that the learning desire of the individual was affected by the leadership of the commanders and if the main commanders think learning is importance, they will support their team or subordinate to pursue further education. This character will support the advancement of manpower and promote the growth of organization. Through this point of view, the three names given in this study were "identification learning, encourage continuing education," "individual learning, organizational development", "learning new knowledge, to enhance the leadership". Improve the overall quality of the future national armed forced of R.O.C, the effectiveness of organizational learning will be key.
