漁村高齡者生活改善計畫基層執行之研究

A Study of Implementation for Senior People Living Improvement Project in the Fishery Villages at Local Level

摘要

自民國七十九年行政院農業委員會核定台灣省政府農林廳漁業局所提「八十年度加強漁業推廣教育計畫」起，漁村高齡者生活改善工作開始成為「漁村家政推廣教育計畫」的重點項目之一。至八十三年度止，台閩地區39個區漁會中，有27個區漁會展開對漁村老人的服務與教育工作。本研究除了研究者參與有關會議與活動，閱讀書籍文獻及會議記錄外，另以問卷法、深入訪談法、及觀察法蒐集資料，針對漁村高齡者生活改善計畫在基層區漁會的執行情形加以探討。本研究深入訪談對象為各級農政單位及漁會人員共計7人，問卷調查對象為區漁會承辦此項工作的家政指導員27人，及參與此活動的漁村老人674人。研究結果顯示高齡者生活改善工作由農政單位主導策畫，商請區漁會負責執行。為推動此工作，承辦人員主要以高齡者集中程度、需要輔導程度來選定輔導地區及輔導對象，透過人際關係邀請老人參加。依承辦人員主觀認定、上級要求、老人要求設計活動，活動內容力求多樣化。辦理活動的時間與地點顧及老人作息與近便安全。活動經費主要來自農政單位補助。除團體活動外，另做家庭訪視與個案輔導。承辦人員及漁村老人均頗為肯定此項工作之價值，自認為參與此工作後，收穫很多。對此項工作也提出若干建議。承辦人員在辦理此項工作時遭遇一些困難，針對困難承辦人員有其應對之道。根據研究發現，本研究列舉六項問題加以討論並提出建議。這六項問題是：區漁會的資源問題、主管人員的支持與工作要求問題、承辦人員的工作意願與能力問題、承辦人員對工作投入程度問題、農政單位補助經費多寡及獎懲問題、以及輔導地區及老人的選定和持續時間長短的問題。

Since 1991, the Strengthen of Fishery Extension Education Project conducted by the Bureau of Fishery, Department of Agricu1ture and Forestry. Taiwan Provincial Government was approved by the Council of Agriculture. Executive Yuan in 1990. The Extension Education Project of the Fishery Families has become one of major item in the Living Improvement Project for Senior People in the Fishery Villages. Among 39 local Fishery Associations in Taiwan-Fukein Area, 27 started their services and educational programs for the senior people in the fishery villages.The researcher of the study not only participated the meetings and activities of the programs, reviewed the document reference materials and meeting records, also made an observation the action program how to carry on and comprehensive interview with questionnaire in the basic regional Fishery Associations. The tatal of 7 persons working in the different agriculture administrative offices and Fishery Associations was interviewed comprehensive and 27 family instructors and 674 senior people in the fishery villages was interviewed with questionnaire.We found the living improvement project for the senior people was planned and directed by the local agriculture administrative offices and executed by the regional Fishery Association. For this program, the extension worker selected the areas and the subjects according to the population density of the senior people and the needs of assistance. They invited senior people to participate the activities through interpersonal relations. The program was designed according to their subjective feeling, requests by the authorizing officers and senior people.The time and place of activities was also dependent upon the convenience and safety of the senior people. The budget of the activities was mainly granted from the agricultural administrative offices. Besides the group activities, they also made family visiting and individual instructions.The local working staffs and the senior people in the fishery villages appreciated this program. They got a lot of experiences or benefit through the programs. They also made several suggestions. The working staffs expressed their experiences of fighting against the difficulties encountered during the program.From the findings of study arouses 6 important issues concerning with the program. Suggestions were made after detailed discussions. The 6 issues are: (1) The resources of the regional fishery associations. (2) The support and the request of the supervisors. (3) The motivation and the abilities of the working staffs. (4) The extent and the effort of the local persons. (5) The amount of budget granted by the agriculture administrative offices, and the incentives. and (6) The areas and the senior people they selected for guidance and the duration of their instruction.
