The sabo dam will serve an important role in soil and water conservation for the watershed planning and development which will be one of the biggest challenges to us. According to the concept of systems, watershed system is the supersystem of sabo dam system. Therefore, the general understanding of the supersystem is necessary for the study of planning and implemention of sabo dam. PERT is used to decompose the sabo dam system into many properly defined independent activities. Lack of information is the reason for using single-point estimate method to forecast the activity duration intuitively. After carefully studying in the precedence and successor relationships of activities in the procedure of planning and implementation, we can formulate the network without highly concentration of resource demand. The next step is to analyze the network and to find out critical paths and activities for the management. Resources which include manpower, money, material, and equipment are limited to every project. How to manage the resources becomes very important. Resource leveling and allocation, which are two of the most effective resource management methods, have been introduced into this study.
