山坡地集水區頻率洪流推估-以台北市郊內雙溪為例

摘要


本研究之目的,在於建立山坡地集水區適用之HSPF降雨-逕流模式參數,並進行頻率降雨之洪流風險分析。首先由台北市郊內雙溪流域研究區,選取數場降雨逕流之歷史資料,以遺傳演算法進行HSPF模式之輸入參數鑑定。再由各場所得之參數,進一步推得各參數之平均値及標準偏差。於驗證上,在參數爲常態分配的假設下,以蒙地卡羅模擬進行300次演算,其結果相符。最後並利用該組地域性參數,配合流域之雨型分析,及台北地區頻率降雨分析資料,進行蒙地卡羅頻率洪災分析,其分析結果可得不同頻率降雨將導致的洪流量可信區間,此數據可供山坡地經營與管理者參考。

The objective of this study is to construct a suitable routing algorithm of HSPF (Hydrological Simulation Program Fortran) for the sloping areas in Ney-Shuang creek catchment, and to apply this algorithm in estimating the flood flow on the frequency rainfall base. The genetic algorithm is chosen to identify the appropriate parameters of HSPF model. The model routing is verified by comparing the evaluated results of 300 times Monte Carlo simulation with the verification events. By employing the proposed routing algorithm in frequent flood analysis, the confidence interval of flood discharge on the frequency base can be obtained. This result may have a significant influence in the management and the decision making of the sloping areas development.
