四健會發展歷程與功能之演變
Study on the Change of 4-H Club's Development Process and Organization Function
摘要
本文分析說明台灣四健會發展的演變歷程，以及各階段的功能。研究1952年以來，歷年四健推廣教育計畫的執行及四健會員人數變動等情形，將四健推廣教育工作予以階段劃分，並以十年期間為一期，包括四健工作成長期、成熟期、計畫推動期、停滯期及轉型期，探討各年代農村青少年培育與輔導工作的重點與方向；同時檢討現行農村青少年培育與輔導的問題，並對未來之工作重點與方向提出建言，包括（1）四健會的宗旨與做法要讓社會各界瞭解與認同；（2）結合教育主管單位，共同發展與推動四健會；（3）四健會的推動，要加強人力資源的培育；（4）四健會的推動應編列充足的經費並結合各方面的資源；（5）規劃投立四健會文物館。

The 4-H Club in Taiwan was introduced from the US by the Joint Comission on Rural Reconstruction in 1952. Following the change of fields in Taiwan's social and economic structures, and the process of agricultural development, promoting education projects and works aiming at the 4-H Club members, the countryside teenagers, have been successively made and executed by the agriultural policy authorities. From the project goals and the ways of executing those projects, the key diecrtions in each stage of cultivating and counseling contryside teenagers can be understood; their needs can also be seen from the changes of those projects, which can be applied in proving the changes in different periods and stages.Furthermore, this study divided 4-H Club's promotion on education into several stages (10 years for each stage) including the ”Growing Stage”, ”Matured Stage”, ”Project Promoting Stage”, ”Job Ceasing Stage”, and ”Field-Changing Stage” according to the execution of promoting education projects and the changes of the 4-H Club member populations from 1952 to probe into the keypoints and directions of countryside teenagers cultivation and counseling in different periods of time. At the same time, this study also provided five suggestions to the 4-H Club for its future working keypoints and directions. These suggestions include: (1) 4-H Club should make the society understand and identify with its objectives and practices. (2) 4-H Club should combine with education authorities to develop and promote itself. (3) 4-H Club should emphasize on the cultivation of human resources to promote itself. (4) As far as promoting 4-H Club is concerned, sufficient budgets needs to be prepared, and all types of resources needs to be integrated. (5) The establishment of a 4-H Club Cultural and Historical Relics Museum should be planned.
