摘要

法國向來為單一圈，但仍存在著中央政府與各級地方政府，經過一九八二年與二○○三年兩次重要的地方分權改革後，儘管地方自治固體獲得更多憲法上承認的自治權限，但共和國不可分原則並未受到影響，中央仍保留對地方的自治監督權。法國地方自治團體主要並非發揮垂直分權之制衡角色，反而較多透過合作的方式與中央政府協力。

After 1982 and 2003 two major decentralization reforms, the local self-governing body has more powers for self-governing, but a spirit of centralization remains alive.
