摘要

本文闡述社會經濟的概念以及第三部門産業化在社會發展架構上的社會經濟價值與意義。社會經濟在近年來的發展著重在國家如何引入社區的力量介入社會與市場的運作以調和經濟發展所引發的相關社會問題。由於第三部門的發展即是以社區為主體，並著重地方人力資本、社會資本之培育，也因此，第三部門産業化除了是社會經濟概念的應用之外，也是當前國家調和社會經濟衝突的一重要發展策略。

This paper introduces the concepts of social economy and the third sector development. The recent development of the social economy emphasizes on the role of the state on reconciling society and economy via local the third sector organizations. The third sector development often emphasizes on the accumulation of local human and social capital. Therefore, it is not only an application of the social economy, but also an important strategy for the state to reconcile conflicts between economic development and the associated social problems.
