英、美、德地方政府治理能力評鑑制度

Performance Management of Local Governance in UK, USA, and Germany: A Comparison Study

摘要

近來國際上有關地方治理的趨勢之一，是在地方政府層次推動績效管理，這包括績效標準的設計並執行績效提升方案。如果針對國際的趨勢進行比較，應該可以獲得最佳實務的參考，以利我們設計相關的制度。
經過研究英國的最佳價值績效評鑑系統、美國雪城大學的政府績效專案、德國史拜爾品質競爭系統之後，我們認為良好的地方治理不僅是提供服務滿足顧客需求，更繫於地方政府能否主動與利害關係人互動，以整體地區力量解決問題。
此外，有利於地方治理能力評鑑的因素還包括：進行策略規劃與管理、注意由下而上的民眾滿意度調查、辦理相關社會調查探詢利害關係人的需求資訊等。至於在細部的評鑑作業上，各國評鑑制度有同有異，很難直接說某某制度最好最完美，我們建議，國內相關制度的設計可以考慮外部評鑑為主、每隔兩年辦理一次、以財政誘因激勵地方政府志願參加、注意地方利害關係人的參與、設計「異議－複審」制度，並且在評鑑後提供參與者分析報告與改善建議等。
最佳的政策學習方法，似乎是將各國相關的評鑑制度做一充分、詳細的敘述與分析後，經過學者、專家與公務員代表審慎、充分地討論與交換意見，擷長補短地設計先導型方案，並且測試幾次，取得小規模的實驗經驗後，再予以擴大辦理。這就是許多國家與國際組織，刻正致力於將地方績效管理現代化的政策經驗，期以確保公共課責與地方治理。

There has been an international trends and innovations towards the improvement of local governance and performance management in recent years-both in terms of the performance standards set and the mechanisms for planning and implementing service improvement. By comparing several systems across countries, best practices can be identified and used to enhance effective operations.
After exploring these trends and institutions in local government in UK, USA, and Germany, we find good local government implies high performance not only in managing local services so that they satisfy customers, but also in enabling local communities to solve their own problems by being more proactive and collaborative with stakeholders. The successful design and implementation of high quality services involves the participation of stakeholder, which might be applied to defined and identified 'local governance'.
In addition, the facilitators identified are strong strategic guidance for local agencies, balance between bottom-up and top-down approach. In short, many countries and international organizations are investing considerable resources to modernize their performance management systems and improve accountability in local governance.
