摘要

行政院組織改造工作已歷經18年10位行政院院長，先後4次將組織改造法案送請立法院審議，每一次之改造策略與方向均與當時之政治、經濟與社會環境等息息相關。近年來由於資訊通信科技之廣泛應用，政府改造之作法與重點亦應適時調整。在邁向數位行政同時，規劃推動電腦化業務之政府資訊組織紛紛設立，惟並未有一致作法，亦衍生若干問題。本文由電子化政府有關數位行政之特性談起，說明政府資訊組織面臨困境，分析數位行政對政府資訊組織改造之影響，進而說明資訊長制及政府資訊組織人力配置調整之作法，俾供後續政府改造作業誰動之參考。

For the past eighteen years, in which encompassed ten administrations, government reform bills have been sent to legislative body for approval four times by the executive branch. The reform strategy in each period is closely associated with the political, economic and social environment. During c-administration era, the strategy of government reform should be adjusted because of the application of information and communication technologies. At the same time, along with the gradual expansion of the application of ICT in government, there are various types of information organizations have been set up to do the planning and promoting works. However, there was not unified organization designs, thus faced some problems. This paper first emphasizes the characteristics of c-administration and describes the status quo for those information organizations. Then, tries to analyze the influence of ICT on government information organization reform. Finally, proposes some suggestions such as the establishment of the Chief Information Officer, personnel re-deployment of information organization, etc. for future reference.
