立法機關行政人員資訊素養與電子化政府數位行政作業能力關係之研究

A Study of the Relationship Between the Civil Servants' Infomation Literacy and Their e-Government Digitized Administrative Capabilities in Legislative Bodies of Taiwan

摘要


本研究以立法機關行政人員為研究對象,調查我國立法機關行政人員資訊素養與電子化政府數位行政作業能力之「自我認知」及其「重要性看法」,依據調查結果分析比較彼此間之關係,期許能對如何提昇立法機關行政人員資訊素養與電子化政府數位行政作業能力提出建議,以供我國立法機關建立行政人員資訊素養及推動電子化政府之參考。 本研究之問卷分為三部份:個人基本資料、資訊素養、電子化政府數位行政作業能力,合計57題。總計發出問卷1,252份,回收704份,回收率為56.23%,經檢視回收問卷後,其中194份問卷因遺漏值過多及太晚回收不及統計,視為無效問卷,總計有效問卷計510份,有效回收率為40.73%。 研究發現:一、資訊素養以「資訊蒐集發現」構面最強;二、數位行政作業能力以「服務效能」構面最強;三、碩博士、官職等高、擔任主管者具較高資訊素養;四、接觸網路、網路蒐集資訊、電腦處理資訊時間較長者具較高資訊素養;五、擔任主管者具較高數位行政作業能力;六、接觸網路、網路蒐集資訊時間較長者具較高數位行政作業能力;七、資訊素養與數位行政作業能力之重要性均高於自我認知;八、資訊素養程度愈高,數位行政作業能力愈好;九、資訊素養與數位行政作業能力間具高度正相關;十、資訊素養對數位行政作業能力有57.3%的預測力。 依據研究結果,提出六項建議,提供各立法機關及其行政人員參考:一、加強資訊素養之「資訊組織管理」構面能力;二、加強數位行政作業能力之「資訊近用」構面能力;三、加強重要性看法分數高但自我認知相對較低之能力項目;四、將重要性高之能力項目列入人員甄選及考核重點;五、依資訊素養程度及人口變項特性分級訓練;六、鼓勵行政人員在職進修。

The object of the study is the civil servants’ information literacy and their e-Government digitized administrative capabilities in the legislative bodies of Taiwan. These two factors imply the “self cognition” in self capability evaluation and the “significant viewpoints” in work value. I propose to find the relationship between the two factors through a series of survey and analysis and to offer some advices in promotion the civil servants’ information literacy and their e-Government digitized administrative capabilities for Taiwan’s legislative bodies. A survey has been performed through questionnaires. The questionnaire includes 57 questions and is divided into three parts, personal information, information literacy and e-Government digitized administrative capabilities. 1,252 questionnaires have been distributed in total and 704 ones were recovered. The recovery rate is 56.23%. 194 out of the 704 ones were incomplete or delayed for tally. Consequently, 510 ones are valid and account for a 40.73% of effective recovery rate. Some facts are found in the survey. First of all, the civil servants have a best performance in respect of “information collecting and finding” facet in the part of information literacy. Second, those officials also have a best performance in respect of “service effects” facet in the part of e-Government digitized administrative capabilities. Third, the civil servants with a Master or Doctor degree, a higher rank, and a status of chief show the higher information literacy. Forth, those who spend longer time in internet-surfing, on-line information collection and digitized information processing also show higher information literacy. Fifth, those on chief positions have better digitized administrative capabilities. Sixth, those who spend longer time in internet-surfing and on-line information collection also have better digitized administrative capabilities. Seventh, most people think information literacy and digitized administrative capabilities are more important than self cognition. Eighth, the higher information literacy is, the better digitized administrative capabilities are. Ninth, information literacy and digitized administrative capabilities are positively related. Tenth, information literacy has a 57.3% of predictability to digitized administrative capabilities. According to the results of the study, I have made six suggestions. Suggestion 1, promote the ability of “informational organization administration” facet in respect of the information literacy. Suggestion 2, promote the ability of “informational access” facet in respect of the digitized administrative capabilities. Suggestion 3, develop the items viewed as a higher level of “importance” and relatively lower level of “self cognition”. Suggestion 4, take the items of higher level of “important ability” as essential conditions for civil servants’ selection and evaluation system. Suggestion 5, train the civil servants based on the level of information literacy and demographic variable in the organization. Suggestion 6, encourage the civil servants to engage in advance studies.
