摘要

本文概述數位落差的成因，由行政院研究發展考核考委員會的台灣數位落差現況調查，概述加強偏鄉數位應用的需求，引伸推動「創造偏鄉數位機會推動計劃」的必要性，並針對推動數位機會中心的願景、策略、設置目的與功能、工作目標及預期效益等做說明，最後呈現目前的執行現況與成果，呼籲各界共襄盛舉投入偏鄉數位應用的發展，帶動在地的特色發展。

This article first discusses the phenomenon of digital divide according to the investigation report by the Research, Development, and Evaluation Commission, Executive Yuan. Based on the discussion, we can conclude that the project of ”Creating Digital Opportunity for Secluded Villages” to explore the residents' ability of applying ICT to enjoy or develop e-services is valuable. In that project, we will build 300 Digital Opportunity Centers (DOCs) in the secluded villages of Taiwan. The vision, goal, strategies, functionalities, and expected contribution of DOCs are explained. Finally, current status and contribution of DOCs deployment are presented.
