台灣縮減數位落差政策 ---- 以數位機會中心為例

摘要


數位落差是世界各國政府在推動資訊化過程中,相當難以避免的現象。縮減數位落差的政策工具之一,便是以資訊近用點為基礎的數位機會中心。台灣自2005年起,預計在全台168個偏遠鄉鎮設立300個數位機會中心(Digital Opportunity Center, DOC),期待運用數位科技的力量,降低偏遠地區之數位落差現象,進而創造數位機會。 本研究以田野觀察及實地訪談為研究方法,試著透過實地觀察及訪談的方式,瞭解各種不同設置單位之設置區位是否方便民眾近用?數位機會中心在建立與經營的過程中,實務工作上有哪些值得參考與推廣之處?數位機會中心營運經營至今,遇到了哪些困境與應重新檢討之處? 研究發現,以設置單位之設置區位而言,設置於學校、圖書館、學校社教站之數位機會中心通常並非民眾方便近用之設置單位;而社區、社區社教站、教會則是較能符合社區民眾近用易達性之設置單位。其次,特別設置於偏遠鄉鎮之台灣數位機會中心,在推廣與經營上會出現許多別於設置於都市地區之類似政策的特殊狀況。又者,台灣數位機會中心在輔導團隊、駐點人員、期數空檔、文化典藏、產業行銷、自主營運與永續經營方面,各出現了某些困境及應重新檢討之處。最後,本研究提出「理想型數位機會中心」概念,以及對數位機會中心,乃至於整體台灣縮減數位落差政策之建議,期待在實證研究的基礎之下,對當前正在執行中的政策,做出建設性且可行的建言。

Digital divide is a phenomenon which is hard to avoid for all the country in the world during computerization process. One of policy tools of shrinking digital divide is the digital opportunity center, which is base on information access point. Since year 2005, Taiwan estimated that 300 Digital Opportunity Centers (DOC) will be set up in 168 rural areas nation-wide, it hopes using the power of digital technology to shrink the digital divide in rural areas, and create digital opportunity. This thesis uses field observation and interview as research methods, tries to understand three questions: which establishing unit benefits access? During the establishing and operating process, what is worth noticing? Since establishing and operating, what difficulties had occur, and what should be review? The results reveal that, DOCs set at schools, libraries, and social education workstations in school are usually not place encouraging access; community based facilities social education workstations in community, and churches are usually a better place to access. Secondly, Taiwan's digital opportunity centers are limited in rural areas, this difference result in some special conditions comparing to those in urban areas. Third, digital opportunity centers have difficulties and worth reviewing condition in counseling team, on-site staff, interval between periods, cultural digital archives, local marketing, self-operating, business continuity. Finally, this thesis hand in "Ideal Digital Opportunity Center" concept, and suggetion for digital opportunity center, and whole shrinking digital divide policy in Taiwan. it hopes to make constructive and feasible suggestion under evident base for this currently implementing policy .
