在資訊通信科技擴散過程中,無可避免會因為不同群體導入時間不同,産生接近使用資訊設備以及運用網際網路各項活動的能力差異,導致程度不一的「數位落差」問題。為瞭解台灣不同特性民衆資訊設備使用機會及能力差異,行政院研考會自90年起定期辦理國內數位落差調查,以作為各部會制定縮減數位落差政策之參考依據。 本文旨在分析行政院研考會最新之「94年數位落差調查」資料,勾勒台灣數位落差現況。研究發現,國內現階段數位落差問題主要是低學歷、高年齡族群的學習意願或能力不足,和91年調查顯示之「一般民眾在電腦及網路的近用所遭遇的問題主要為電腦設備及連線費用負擔太重、網路連線品質與頻寬不足、以及公共近用場所不足」等情境已有明顯不同,政府未來制定縮減數位落差方案時,必須回應社會轉變、做出策略調整。
As the pace of technological change accelerates, certain segments of the population are at risk of being left behind in the Information Society. There is no exception in Taiwan. While more people are able to reach new technologies, the differentiation in ICT skills, knowledge, and competence among Taiwanese emerges as another crucial social problem. Using data for people aged 12 and above from the 2005 Digital Divide In Taiwan survey conducted by RDEC, this paper aims to describe the penetration rates of computer use and access to the Internet and assess the extent of digital divide across groups associated with a variety of social, economic, and regional characteristics. Results show that, the main problem of accessing to information technology presently lays with the low education, old age groups in their weak learning desire or incapability, and comparing with the 2002 study indicating that ”the problems of access to information technology faced by domestic general population was mainly on computer setup and the burden of cost for internet access, the quality of internet connection and insufficient bandwidth as well as public places of access,” there is slight difference.
