After a series of constitutional reforms, the power of the Legislative Yuan in Taiwan is greatly strengthened, but its efficiency does not improve much. The so-called reforms turn the Legislative Yuan into platform for disputes between political parties. Finally in 2004, the call for another reform led to a new round of constitutional amendment, which changes the rules of legislator's election and reduces the number of the legislators into half. In fact, the reason behind the low efficiency of the Legislative Yuan is neither the number of members nor the rules of election, but manipulation of law making processes by political parties. As most political parties consider their own interest more important than the interests of the public, the Leguislative Yuan thus becomes a platform for disgusting and endless clashes between parties.
