中國大陸地方治理變革中的企業參與-以甘肅省黃羊川鎮為例

Corporation's Participation in the Reformation of China's Local Governance- the "Yellow Sheep River" Experience

摘要


中國大陸中央政府於1999年底提出其史上第三次的「西部大開發」政策,強調此次要順應經濟全球化浪潮,以「政府引導、市場機制和企業主體三者並重」的模式進行地方治理變革。此一治理模式除了希望從歷史上的開發經驗教訓中,取得區域經濟發展致勝的先機外,亦期望藉由積極開放與共同治理的政策,成功引進外資企業的資金、技術、人才和管理等方面的資源,共同開發偏遠且極為窮困的廣大西北地區。2001年台商企業家-英業達集團前副董事長溫世仁先生,配合中國大陸「西部大開發」政策的地方治理模式,秉持著企業家開創的精神,在中國大陸西北地區-甘肅省古浪縣黃羊川鎮,創投「千鄉萬才」科技公司,期望透過科技網路的運用,協助黃羊川發展成為「網路城鄉」,跳脫長久以來難以突破的貧困生活,進而達成其「始於公益、止於盈利」的創投目標。本文主要以黃羊川鎮為個案分析,探討中國大陸地方治理變革過程中企業共同參與的整體意涵。

In late 1990s, the China central government brought up the third ”Western Grand Development” policy historically in order to keep up with the tide of globalization in the world. This policy emphasized ”equally leading by government; market and enterprise.” As a result, the government thinks the policy will address the poverty of western area in China. To successfully attract the capital, technology, advanced manpower and management to solve the economic plight in western provinces, the China government integrated the development experiences in the area from the past and create a new plan and envision for future. Sayling Wen(溫世仁),the ex-vice president of Invectec corporation, which is one of the Taiwan technology businesses founded in 1975, took the lead to do with this policy and decided to build an ”internet town” to change the impoverishment in Yellow Sheep River, Gansu province, which is believed one of the hardest rural areas to develop in China. The ”Yellow Sheep River experience” is an important case to know about the content and the connection of the Chinese local governance policy with foreign business.
