社會學習模式與中國大陸氣候變化政策分析

The Social Learning Model and Analyses on China's Climate Change Policy

摘要


決策者對於內外部資訊的收集、分析和判斷,呈現一種動態且不斷學習的狀態,其學習的結果往往對國家利益的認知及政策決定造成影響。中國大陸氣候變化政策也是學習和解決問題的結果,決策者從參與國際氣候合作的過程之中,暸解氣候變化對中國大陸的影響,並從各次談判認識國際氣候政治的本質,從中而來的學習作用和認知轉化決定了中國大陸氣候變化政策的結果。

Policy is the process and outcome of learning and problem solving. Policy decisions are influenced by policy-makers' learning and cognition via analyses on information gathered from the environment of the policy issue. For this reason, China's climate change policy is also a process of learning. It is the outcome of learning effect and cognition change of Chinese leaders through international climate negotiations. The Social Learning Model provides insightful perspective on the study of China's climate change policy.
