整合軍事戰略與募兵制的策略規劃

Integrating the Strategic Planning of All Volunteer Service for Meeting Military Strategy's Requirements

摘要


「募兵制」是國防轉型最重要的工作之一,目的在爭取優質人力加入國軍,惟因志願役人員招募未臻目標,其執行驗證期程將延至民國105年年底,屆時再全面施行募兵制。然而軍隊的特性為平時執行任務艱苦、危險性高,且須不分晝夜擔任戰備工作,若軍方未規劃出符合軍事戰略需求的適當招募策略,恐不易吸引有志青年應募入營,亦不能打造一支符應社會期待的國軍。因此,軍方應結合軍隊組織調整的趨勢,同步的規劃推行募兵制的配套方案,俾爭取社會民眾踴躍入伍,以建立高素質、專業化的勁旅,有效的捍衛國防安全。

The purpose of all volunteer service is to earn fine recruits for the army. Due to the reason that the recruits have not yet reached the targeted standards, the volunteer service's verification will postpone to the year 2016. Then there will be an overall military recruitment when the time comes. However, the characteristics of the troops are to execute hard missions, suffer great risks and prepare for war twenty four hours a day, if the military have not thought of an appropriate recruit strategies for meeting military strategy's requirements, it would be difficult to draw young people into the army. Therefore, the military should link up the tendency of troop organizations' adjustment, at the same time carrying out complete setting strategic plans in order to attract common people to eagerly enlist into the army. More recruits mean more chances to develop high quality, professional and strong forces which can protect the national security more efficiently.
