地球政治與海洋研究-論辯與未來研究展望

摘要


本文乃是針對近來政治地理學次領域—海洋環境政治進行系統性回顧,主要聚焦在晚近量體政治以及潮濕存有論的相關論辯,並說明這些論辯對於整體地球政治的理論及經驗研究意涵。近年來,量體概念為政治地理學開啟了新的研究取徑,其強調空間的垂直性、多面向性以及地球系統的物質性,開啟了強調「非人」(more-than-human)、地球物質(Geo)的地球政治研究熱潮。然而,海洋研究學者認為,當前的量體政治大部份具有「陸域」偏見之外,其強調的多面向性以及物質性都過於抽象、去物質化。據此,海洋研究學者提出「潮濕存有論」觀點,並指出海洋具有深度(量體多面向性)、攪動及隨時處於動態的特性,提供一個探索有別於「陸域」的量體政治的完美場域。潮濕存有論也提供了一個反思當前海洋治理、地球政治的重要理論基礎,突顯出當前「陸域思維」海洋治理型式的限制,也引發當代對於領土的政治物質性關注—即地球物質對領土治理的影響,但也帶來了更多懸而未解的論辯、難題及未來東亞及台灣海洋研究可能介入的理論及經驗研究空隙。

This article is a political geography progress report that focuses primarily on recent work on volumetric thinking and wet ontologies. This work concentrates on the debate over volumetric thinking with specific attention to the sea. While most scholars draw attention to verticality, they tend to disregard the materiality of volume. Furthermore, the temporality introduced by the volume writers also tends to engender a periodised sense of time associated with land-based territorial analysis on the. Accordingly, this article focuses on the work of wet ontologies, suggesting that the sea provides an ideal spatial foundation for addressing the challenges facing contemporary geographers. Wet ontologies emphasize volume, matter and emergence, thus providing crucial insight into the studies of marine environmental politics. This research also provides new horizons for future studies on volumetric politics.
