摘要

海洋文化概念、內涵或類型包羅甚廣，各個國家、地域、族群和領域看法也多有不同。雖然海洋文化是耳熟的名詞，但國際上幾無國家特別針對海洋文化單獨制定政策者；除參考相關倡議或論述外，為擴大參與，融合各方意見，允宜依循公共政策的過程，採取「由下而上方法」（bottom-up approach），彙集社會各界意見，以探索可供參考的定義、精神、宗旨、重要議題、政策工具或相關策略，作為臺灣制定海洋文化政策時界定議題之參考。

The concepts, connotations or types of marine culture are broad, and the views of different countries, regions, ethnic groups and fields vary. Although marine culture is a familiar term, few countries in the world formulated their national policies exclusively on marine culture. In order to expand participation, it is necessary to engage all stakeholders, to adopt a ＂bottom-up approach＂ in accordance with the process of public policy, and to explore the definition, spirit, purpose, key issues, policy tools or related strategies as a reference for setting the issues when formulating Taiwan's marine culture policy.
