臺灣菇蕈產業經營者職能建構之研究

臺灣的菇蕈產業現漸朝向高投資、高產值、高自動化之整合農業生產、生技與休閒生態等複合產業型態邁進，是極具發展潛力的精緻農業產業。而為因應知識經濟時代能力導向的人力培訓趨勢，所以本研究目的旨在立基於職能模型建構之工作能力評估法原則，針對臺灣菇蕈產業經營者應具備的專業能力進行分析界定，並發展可用於菇蕈產業職能模型建構的研究途徑。研究執行係採工作能力評估法（Job Competence Assessment Method，簡稱JCAM）之專家會議法（以下稱JCAM專家會議法），以質性研究的訪談法，邀集長期投入菇蕈產業研究與輔導的專家學者及績優經營者組成專家小組，進行多回合的會議討論及半結構式個別與焦點團體訪談，最終據綜合相關資料的分析，獲致臺灣菇蕈產業鏈及支持體系、產業經營者之類型分類及其特質、產業經營者職能細項與職能模型等各項重要研究結果，並發展出可用於農產業職能分析與模型建構的徑路，期能提供國內菇蕈產業規劃人力培訓策略之參考。

Mushroom industry is considered full of potential as to promoting fine agriculture in Taiwan. It enables mushroom producers to create more business values by integrating production, biotechnology, recreation and ecology all together. However, the complexity of developing this industry stems from its high-investment and high-automation of production. To cope with the competence-based human resource trends emerging from knowledge economy, this study explored, analyzed and identified competence pertaining to producers (or farm managers) of mushroom industry taking advantage of the Job Competence Assessment Method (JCAM) principles commonly intended for building a competence model. A qualitative research built upon the JCAM expert panel was utilized in the present study, and semi-structured individual and focus group interviews with purposive selected experienced experts and outstanding mushroom producers were conducted for data collection. The results included identification of mushroom industry chain and its support system, classification of mushroom producers and their attributes, and competency items and a competence model of mushroom producers. In addition, an initially developed approach for competence analysis and model building was provided as a reference for future use in agriculture. The study findings on competence building could also help plan the human resource strategies related to training and development of mushroom industry in Taiwan.
