台灣林業碳匯管理策略探討

The Strategies of Carbon Sink Management on Forestry in Taiwan

摘要


氣候變遷與全球暖化議題已成為當前最為關切的話題,森林在對抗或緩和全球氣候變遷的過程中扮演重要的角色,其具有吸收或排放二氧化碳的功能,亦即具有碳匯與碳源的雙重角色;本文導入國內外碳管理相關議題,透過不同的管理角度探討林業碳匯問題,經由不同的碳匯管理角度討論適於國內的林業碳匯管理策略,並指出國內現有狀況以及提出未來對策與展望。 本研究根據現今台灣的碳管理策略:碳吸存、碳保存以及碳替代策略,以及因應國際發展的趨勢發展出四項森林碳匯管理的具體目標,即為厚植森林資源,增加森林碳吸存量(碳吸存目標);維護森林健康,保存林木既有碳匯(碳保存目標);推廣木質材料替代效益,擴大碳替代功能(碳替代目標);健全管理體制,提昇森林碳效益(碳管理目標);並依據此四項目標提出短期的工作目標,以整合落實國內碳管理政策,以及長期的工作目標,以發展永續之林業碳匯管理接應與國際接軌;期望未來林業碳匯之推動能夠達到全盤目標之掌握與接應全球碳匯之趨勢。

Climate change and global warming have become main topics recently. Forests play an important role on climate change since they are able to absorb and emit carbon dioxide. Therefore, forests have tremendous contribution to both carbon source and carbon sink. This study aimed to discuss the issues about carbon management from different perspectives through present researches in Taiwan, and to suggest appropriate manaement strategies for the future. The present strategies of carbon management in Taiwan are carbon sequestration, carbon conservation and carbon substitution. Moreover, four goals of the carbon sink management are established according to international trends-cultivating forest, maintaining forest health, promoting the use of woody materials and empowering the management system. The main purposes of these four goals are to increase carbon sequestration, to preserve the carbon sink, to extend the function of carbon substitution and to increase the carbon merit. Depending on the survey of present regimes on carbon issue, this paper provided some short-term goals to integrate and implement the strategies of carbon management, and several long-term goals to sustain the management of carbon sink within forestry to corresponding to international trends on carbon issue.
