摘要

公共圖書館應整理網路出版資源，透過連結、下載、列印等方式，將已出版的網路資源，列入館藏，讓每一個圖書館甚至每一個人，擁有數以萬計的電子出版品。有使用期限及次數的商業性出版品，固然令人氣絕；然而，依法令應公開的政府出版品，基於學術倫理開放近用的學術出版品，以及依法自然成為公共版權的出版品，都可以成為公共圖書館虛擬服務的主流。

Public libraries should reorganize the online publications and incorporate them into collections via hyperlink, download and printing, so that each library, even each person has tens of thousands, if not millions, electronic resources. The commercial online publications have limited their services by time and places according to contract. However, the online government publications which should be accessible to the public according to the law, the online academic literature which are available to the public based on the academic ethics eventually, and the public domain publications whose copyright had been expired and are free for everyone, will become mainstream online service of public libraries.
