公共工程職安巡檢缺失經驗學習系統之研究

A PUBLIC CONSTRUCTION SAFETY LESSON LEARNING SYSTEM BASED ON SAFETY INSPECTION DEFECT RECORDS

摘要


營建勞工之職業安全關乎勞工生命安全,是各級公共工程主辦機關最重視的績效目標之一。依據骨牌理論,要預防意外事故之發生,首先應了解其發生原因;透過學習前人之經驗,不但可避免事故發生,更是最根本、最具效益的營建職安管理策略。為傳承知識並以經驗學習降低事故之發生,本研究分析某直轄市新工處過去職安督導及工地巡檢之缺失紀錄,建立職安缺失改善之經驗學習檔案(LLFs)範例格式,同時規劃並開發職安巡檢缺失經驗學習雛型系統-「公共工程施工安全經驗學習系統」。經由實證結果發現,該系統除可以做為公共工程施工人員安全教育訓練之素材外,亦可提供機關監造人員進行職安巡檢重點查核項目之依據。

Occupational safety has been a key issue for public construction agencies. According to the Henrich's domino theory, the most fundamental and effective way to prevent accidents is first to understand the causes that trigger the accident, and second to learn from previous lessons, so that the accidents can be avoided. In order to retain safety knowledge, learn previous experiences and reduce construction accidents, this research analyzed previous defect records of construction safety supervision and site inspections accumulated by a municipal public construction agency; then, the template of Lesson-Learned Files (LFFs) were formulated, and a prototype web-based knowledge management system for LLFs was developed. It is demonstrated that the proposed lesson-learning system does not only provide teaching materials for the safety training programs, it also assists to target the most critical items of the safety inspection checklist for the safety supervisors of public construction agencies.
