摘 要
本研究以專業檢查人角度研究建築物公共安全檢查各項檢查加以探討，提出防火建材之重要性及裝潢使用之時機、位置，注意事項，並點出歷年來不良材料、泡棉易燃材料所引起之火災統計藉以喚醒政府、國人對於供公眾使用營業場所建築物或非供公眾使用集合住宅建築物能多注意公共安全，保障人民身家性命及財產安全。
本研究指出政府對於建築物公共安全未盡完善法規，未來修法應廣納專業檢查人、消防設備（師）士、建築師、電機技師等專業技師、公會之意見與建議；如娛樂場所優先推「防火標章」、供公眾使用場所人數管制擬入法、防火材料釐定、違章建築管理、土地分區使用、場所防火管理人之運用與加強責任等等，政府應結合民間力量共同做好建築物公共安全之責任。

Abstract

The research was conducted to study the fire hazard mitigation operation for public buildings from the view points of professional inspector based on field practical experience regarding the use of construction materials for interior decoration. The study includes a statistical analysis of the causes of fire in public and private buildings, from which the results revealed the importance of using proper interior decoration material for fire hazard mitigation. The results also brought to the attention of both government agencies and citizen regarding the device and field inspection procedure for fire hazard mitigation in order to not only assure the safety of public and private apartment buildings but also reduce risk of loss in lives and property due to fire accidents.

The results of the study indicate that the current inadequate regulation in fire hazard inspection operation should be reviewed and revised by the government authority with inputs from related professional groups such as fire marshal, fire hazard mitigation inspector, architect and mechanical engineer. The results of the study also recommend that the major tasks in future regulation revision should include the verification of fire hazard proof materials for general building interior decoration, and “fire hazard-free decal” and capacity limitation enforcement for public buildings. In addition, building use and zoning administration by local government and fire hazards mitigation administration by local fire marshal and private owners should also be enhanced to signify the responsibility of fire hazard mitigation as to reduce the risk of loss due to fire accidents in both public and private sectors.
