This research aims to study the archival values of electronic records by trying to identify appraisal criteria and construct an appraisal model. The Delphi method is adopted in this research. The results show that social factors, archival institutes and producers of electronic records play important roles in appraising archival values of electronic records. Particularly, the information that electronic records provide is a crucial factor to appraise archival values of electronic records. However, computer systems and the documentation related to the management of electronic records are not major factors in archival appraisal of electronic records.
